How much does an abortion cost in Pennsylvania?

The average cost of abortion depends on factors like how far along the pregnancy is, what type of abortion you get, the provider you choose, and related costs like transportation and travel. Does insurance cover abortion in Pennsylvania?

It’s possible. Private insurance can bring the cost of abortion care to as low as $0 depending on your plan’s out-of-pocket expenses. That includes your co-pay or co-insurance fees and whether or not you've hit your deductible (the initial cost you have to pay out-of-pocket before insurance starts to cover medical costs). Pennsylvania places restrictions on marketplace insurance plans, which may offer pregnant people the ability to purchase a separate, optional rider specifically for abortion services.

Does Medicaid cover abortion in Pennsylvania?

Generally, no. Pennsylvania’ Medicaid program (HealthChoices) follows the Hyde Amendment, which restricts the use of federal funds for abortion except:

  • When the pregnant person’s life or health are at risk
  • When a fetus has a lethal condition
  • In cases of rape and incest

What you need to know about Pennsylvania abortion laws

Abortion is legal in Pennsylvania before 24 weeks of pregnancy, but the state constitution does not have protections for the right to abortion care.

Abortion-seekers in Pennsylvania also have to navigate burdensome requirements, including:

  • Delays and extra visits: Patients must attend biased counseling and then wait at least 24 hours before getting care. 
  • Insurance restrictions: Pennsylvania restricts abortion coverage by health insurance plans sold on the state’s health insurance marketplace. Similarly, Pennsylvania Medicaid does not currently cover abortion except in limited circumstances. However, ongoing litigation may broaden Medicaid coverage after a Pennsylvania Supreme Court decision finding Medicaid restrictions may be unconstitutional.
  • Permission for minors: Parental notification and consent are required, though a judge may be able to waive this requirement.

How late can you get an abortion in Pennsylvania?

Abortion is legal in Pennsylvania before 24 weeks of pregnancy. After that, abortion is only allowed if it is to protect the life or a major bodily function of the pregnant person. Pennsylvania does not have exceptions for rape or incest.

Who can get an abortion in Pennsylvania?

Anyone with a uterus can get an abortion in Pennsylvania before 24 weeks of pregnancy.

Residency is not required, so people from other states can travel to Pennsylvania for care. Residents may also travel to other states where abortion is less restricted.

College students, military servicemembers, undocumented patients, and minors all have the right to seek abortion care within these timeframes as well. 

However, parental involvement is required for abortion seekers under 18 years old. If a minor patient cannot get permission for abortion care from their parent(s) and/or guardian(s), they can ask to skip this requirement through a judicial bypass.

What types of abortion are available in Pennsylvania?

There are two main types of abortion:

  • Medication abortion (the abortion pill): Uses two medications, mifepristone and misoprostol, to end a pregnancy. It’s typically available up to 10 weeks of pregnancy at in-person clinics. 
  • Procedural abortion (in-clinic): A clinician uses gentle suction to empty the uterus in a quick 5-15 minute procedure. This option is available before 24 weeks of pregnancy in Pennsylvania with some exceptions .

Where can I get an abortion in Pennsylvania?

As of October 2025, there are 21 in-person abortion clinics in Pennsylvania. However, only 3 clinics are located in the western half of the state. This means that 55 out of 67 Pennsylvania counties, or over 4.7 million residents, do not have a local abortion clinic.

Access is further strained as neighboring West Virginia has a near-total abortion ban with limited exceptions. This means that patients from those states may also depend on western Pennsylvania's few clinics.

Pennsylvania has at least 154 fake abortion clinics—this means there are more than 7 times as many fake clinics as there are real ones.

Abortion in Pennsylvania is safe and legal
